Abstract: Entering the 21st century, all nations will be faced to the global competition requir the availability of qualified and superior human resources. Intellectual capacity such as thinking skill, knowledge, and experience, are the keys of success on global competition. To be a leading nation in the future, from now the main parameter of Indonesian human resources is thinking skill. Biology learning model in Indonesian education institutions is be changed to be more focused on empowering students thinking skills. Student’s thinking skills development need an effective learning strategy that can provide opportunities for students to actively empower all of their potential thinking ability.
