Abstract


There was much debate about how literacy program can best serve learners. Many experts recently after new paradigm for literacy program as a social practice with contextual meaning rather than only as a technical skill, it should provide services which are culturally relevant, participart driven, and socially empowering. Literacy is not something we do in our head, but something to do in social, institutional and cultural relationship. Therefore, adult literacy program should be disigned upon the background and need of learners. It should encourage a “dialogie” relationship between facilitators and learners. It should focus not werely on “reading the word”, but also “reading the world.”
