Abstract


This study is aimed at describing the intensity of curriculum components, instructional process, graduate competency, educator and education personnel, equipment, management, finance, and evaluation for the instructional system of vocational courses. Applying survey design, this study is conducted in 11 districts in East Java . It was found that the intensity of instructional system components vary, some are homogeneous and others are heterogeneous. So, the intensity, quality, quantity of each components among the vocational courses in regards with level and type are impossible to generalize. However, standardizing the vocational courses is still a need for general components beyond quantity measure. Courses standardization is required to assure instructional quality and protect community from irresponsible vocational courses.
