Abstract


The responsibility to hold and to manage education in autonomy era is on Education Department in city level while central government only formulates the policy direction as reference. The success lies on the influence of internal and external factors. It is a base of the importance to hold potential study as first step for education development planning process. The result is the fact such as lack of educational means in quantify and quality terms, insufficient school authority, ill-planned education, the low fund for education, dichotomy between state schools and private schools between Education Department and Religious Affair Department, the cooperation among the stakeholders member, Education council, school comittee, and minimum support from business world. After knowing the fact, it is important to have educational revitalization.
