Abstract


The strategy for developing higher education in the 2003-210 period is supported by three pillars, namely increasing nation competitiveness, autonomy and decentralization, and organizational health. This strategy requires higher education to be the center of excellence in knowledge creator which is able to compete internationally and emphasizes quality. The implication is that higher education needs to reconceptualize its curriculum to be oriented to competency which refers to learning mastery, individualized learning, individual and potential differences, and area progress. The framework for competency-based curriculum development at the instructional level at higher education includes designing strategic plan, formulating vision and mission, formulating objectives, determining and analysing output competence, developing course structure, course description, and syllabus.
